Two regimes: with victims vs damage only

The Reglamento separates accidents into two regimes. With injured or deceased people (art. 399): remain, assist, get help notified, do not move victims or bodies, place preventive signaling, cooperate — and leaving without returning is abandono de víctima y/o fuga. With material damage only (art. 400): stop immediately, remain, and inform the Secretaría — leaving is a serious infraction (art. 446).

What both share: in every accident you must stop, stay at the scene, and see that the authority is notified. What changes is everything that protects the victims — those duties exist only when there are injured or deceased people.
