Medical certification and the on-scene agreement

Every driver involved in a traffic accident must be certified by the physician and chemist of the Secretaría, to determine whether they were physically and mentally fit to drive.

There is one exception: when the parties reach an agreement (un arreglo). In that case the drivers are certified only if an agent perceives symptoms suggesting that one or both participants are intoxicated by alcohol, drugs, psychotropics, narcotics, or similar substances.
