Immobilization for lacking insurance

Agents may immobilize the vehicle of a driver who breaches the Ley or the Reglamento and thereby poses a serious risk to circulation, people, or property. Immobilization proceeds in two cases: when the driver refuses the tests for detecting intoxication by alcohol, drugs, psychotropics, or similar substances, and when the vehicle does not have the third-party damage insurance policy.

The costs arising from the immobilization are borne by the vehicle’s owner, without prejudice to their right to recover from the responsible driver who gave rise to the measure. Fuente: Reglamento de la Ley de Tránsito y Vialidad del Estado de Yucatán, Artículo 472.
